Marven Goodman -- Experienced Leadership That Matters
While serving as Chief Information Officer for the Oklahoma Military Department Mr Goodman was assigned duties as a Contracting Officer's Technical Representative (COTR)*. Responsible for managing up to a 4 million dollar combined State and Federal annual budget with monthly/quarterly reconciliation of accounts to the penny. His proven project management skills are critical for both administrative and operational success in implementing the short and long term business plans and budget cycles.
Insuring statutory and regulatory operational compliance he has implemented and sustained administrative oversight, tracking, and operational management for an effective internal control (IC) program including the maintenance of a corrective action plan and critical issues list. Immediate corrective action is essential in maintaining the proper organizational culture and a plan of action is required to closely coordinate with the Army/Air Inspector General and /or DoD or State Agency Audit agencies, and to provide executive over-site and timely followup for critical issues.
Mr. Goodman was also called on to serve during many of our state's natural disasters and assigned as liaison to local government emergency operation centers (EOC) and as officer in charge of National Guard troops on the ground (Oklahoma's militia) to assist local authorities with heavy equipment, transportation, water, and physical security of disaster site.
Mr. Goodman recently retired as Director and Managing Consultant with HP Enterprise Services' Security and Privacy Professional Services group. While at HP, Mr. Goodman supervised a team of over 40 technology professionals and provided customers with relevant thought leadership, project management, development of business and information technology strategy, regulatory policy compliance interpretations, information assurance assessments, federal system certification and accreditation, life-cycle business process analysis, and disaster recovery/continuity of operations planning.
Prior to joining HP/EDS Mr. Goodman served 27 years with the U.S. Department of Defense. His first assignment was with the United States Marine Corps as an aviation electronics technician, his last assignment was with the United States Army as a State Area Command Chief Information Officer (CIO) US Army Lieutenant Colonel (LTC).
Working with Local, State and Federal Government agencies Mr. Goodman draws on over 30 years of leadership and senior level management experience and policy development. He has assisted numerous government and commercial organizations in developing Strategic Plans that have resulted in the alignment of technology to the critical business operational requirements. He has also developed policies and procedures implementing efficiencies in enabling technology allowing organizations to operate securely in the most cost-effective manner.
Mr. Goodman and his family currently owns and operates a small business in Logan County. He and his wife Cheryl of 38 years have called rural Logan county home for over 25 years. Through hard work, budgeting, and saving, Marven and Cheryl and have realized their American dream of owning their home and small business while remaining debt free. Mr. Goodman has a strong belief that personal financial responsibility, that is living within one's means, is a direct reflection on ones ability to successfully care for and manage the County's budget and contracting processes.
